TPEGML - RSS feed for traffic state on roads

Hi,

I started playing with andnav2 navigation program for Android and found that
it has a feature to take into account traffic situation on roads supplied by
TPEGML:
http://en.wikipedia.org/wiki/TPEG

The only sites that I found that provide the traffic state in Israel are
http://www.iba.org.il/moked/
and
http://www.iroads.co.il (which is broken horribly under FireFox)

Neither of them have TPEGML feed.

How do other navigation software and devices recevie traffic information?

Waze use nice idea to collect the data, but it is not opensource...
