I've had good luck so far using Spikko (www.spikko.com) for low volume
calling. The advantages are:
1. Free incoming number (DID).
2. Low cost for outgoing calls. (subsidized by incoming calls)
2a. You can add as little as (around) 25 NIS at a time.
3. Israeli servers (probably BBL)
4. SIP support (published) and IAX support (not published, but it
works).
Disadvantages:
1. No outgoing caller id (at least from IAX placed calls)
2. DID is for a cellular number, cost a lot of money to call. :-(
3. Web site is mostly IE only. Without IE you can't get customer
support. You can't add money with FireFox.
4. You get the same message if you are EITHER out of money or the line
is busy.
5. There is a 10 minute or so wait between registrations, so if you
disconnect from a softphone on your computer you have to wait to
reconnect via a handheld device.

New word I coined 12/13/09, "Sub-Wikipedia" adj, describing knowledge
or understanding, as in he has a sub-wikipedia understanding of the
situation. i.e possessing less facts or information than can be found
in the Wikipedia.
