Linux kernel drivers and glibc on MS-Windows? (Running Linux software under Windows)

The project, for which I am exploring this option, hasn't started yet,
and the software does not exist yet.
The purpose of this discussion is to reduce the "port the software to
MS-Windows" step in the project to the supposed-to-be-trivial step of
porting it to whatever software running system (such as CoLinux) that
will be used.
