Where are the laws concerning information availability?

I am having trouble finding information regarding what information
government bodies must provide to private citizens, and how that
information must be made available. My Google skills are failing me!
Does anyone know where I might find this information?
I ask because I am now writing to several government bodies regarding
IE-only websites. I want to first see if there is a law that requires
these bodies to provide information on the internet. Some nations,
such as the UK and Germany have these laws. I will argue that an
IE-only service is not a website, even if it is delivered via the
public internet.
Of special note are the shaam.gov.il website and the Mevaker Hamedina
website, both of which require IE.
