Searching for easy to use library/engine for graphics design.

Greetings,

A friend of mine and I are looking for SDK / graphic library / any kind
of engine that will provide the following features.
1. It will provide the end user to draw simple shapes (squares,
rectangles, arrows) similar to office graphics tools.
2. New graphics objects could be created and modified from code.
3. Text could be attached to the above graphics elements.
4. Similar to office tools, the graphics objects could be added on a
canvas by selecting them from a toolbox in 2 manners.
	1. Single click on the canvas.
	2. Two point dragging on the canvas.

No animation, 3D and other special effects are required - lightweight.

Solution should support wide range of programming languages hopefully
for languages such as Java and god forbid C#.
