Hi,

The government tenders publishing site http://www.mr.gov.il signs documents
on the site. They provide an windows program to verify the signature of the
documents:

Do anyone knows whether it is some standards-based format of homegrown one?

If it is the latter, what is the best strategy to complain on the fact?
