a) I am sure you googled for "open source project management" or
similar already?

as the top 3 results. All seem to be reasonable places to start from.
The Wikipedia table looks useful, if it is credible.

b) You description of your needs seems quite modest. If all you need
is put in estimates for tasks, organize dependencies, and then get
totals for a task and its "blockers" (a more appropriate term than
"dependencies") then, e.g., Bugzilla does it easily. I would be much
surprised if Trac didn't provide similar functionality, but I have not
looked at it in years.

If you need scheduling, budgeting, and resource utilization it is a
different game. See (a) above.
