If it eventually times out and starts to work, it's a problem with the
ident daemon.
If it never times out (say 10 to 15 minutes), try passive mode.
As in:
ftp somehost.at.some.domain
(user prompt) username
(password prompt) password
passiv
cd directory
get filename
quit
