As usual it depends on your needs :)
Horde is part of a an application suite (groupware) with great support
by the community and by paid consultants. I tested it long time ago
and it was way too complicated for my needs.
It was difficult to install and maintain.
I use Squirrelmail and Roundcube.
Both were translated to Hebrew and are easy to install and maintain.
Squirrelmail is light and simple,stable,well supported, lot's of addons
a bit "old fashioned" if that bothers you, no embedded editor.
Hebrew is up to the browser.
Roundcubemail is well supported, stable, Ajax based, addons,
TinyEditor works great now for Hebrew without the hacks.
It's a great mail client and fun to use. Consumes its share of
bandwidth but nowadays it's not an issue.
Bottom line:
I use Squirrelmail while abroad. Never failed to serve. So what if
it's ugly :)
