Just download the up-to-date packages and install them manually..

On my raring machine the tzdata 2013b-1ubuntu1 is still a bit out of
date (ie. Oct 5 instaed of Oct 27), but they still have a month to
correct that, or alternatively I'll likely anyhow do a slightly early
upgrade to 13.10....
