According to the following pages, such a person who does not have an 
Israeli license would not be allowed to drive at all in Israel, and 
obtaining an Israeli license would probably require the full procedure 
and not the quick license conversion.

So - Olim! Note that it is therefore a good idea to think ahead and 
convert your license within the first year, even if you don't plan to 
drive so soon, to avoid being forbidden to drive until you get round to 
it in years 2 and 3 or 28 driving lessons subsequently if you don't...
