[RBS] Iriya Inspector follow up

Several people asked me to follow up with my findings.
It seems there is an inspector from the Iriya doing his rounds in RBSA.
He is from the Arnona department, and is looking for extra construction in or around your apartment so that they can collect more Arnona from you.
He seems to be targeting apartments where there is noticeable sign of an extension. 
Opinions are split as to whether or not you have to let him him in, and as to what the consequences could be if you deny him entry.
