Hmmm... I don't think so.
It wouldn't really stop store owners/employees and car rental
companies would absolutely just move their cars around and they
probably have a natural turnover during an 8-hor period in any case.
People who live there might come home at 4-5 and then leave their cars
there till midnight, at which point the chances of having the iriya
hire pakachim are slim to none.  Finally, the "cars for sale" - I have
personally seen the business owners come up and switch them around and
even come with a bike in the car and then bike back to their business.

Would it help - somewhat - but I believe very little.
I really think 3 hours is the max and I would go with 2.
