[RBS] why cancel a check in israel?

Hi
I went to the bank today to cancel a check I mailed 4 weeks ago to Har nof.
I was told that it would cost me 17.50 nis to do this AND that
I should know that if someone cashes my check even after it is cancelled, I am
obligated to cover it!
I told him I worte "deposit only" in Hebrew of course on the check
He said I still would be obligated to cover the check
So why bother cancelling any checks in the future if this is the case?
Anyone else had similar experiences?
