[RBS] Seeking info: Kuppot Choim: their obligations towards their clients

Does anyone know if the Kuppot have legal obligations towards their clients 
regarding the policies they decide upon, regarding services they provide or 
do not provide? Or can they do what they want because they are privately 
owned? Can a Kuppa be forced to provide a service through legal means? Are 
people expected to change kuppot to receive the service that their current 
kuppa is lacking?
