In order to complain, you do NOT have to have every single piece of
legalese.   however, you do have to explain what harm you suffered.
For instance, only parents 9past and present) of children in Gan Anafa
can complain about the construction done above the gan which dropped
nails and even wooden boards into the gan yard during gan hours.
