[RBS] crazy idea

along with letters from rabbanim and medical documentation, maybe people
soliciting donations money  door--to-door should have to bring a letter
from a financial advisor to prove that they ARE trying to get themselves on
their feet, and they should have to record for said advisor all the
donations they collect?
