[RBS] Unlocking cellphone SIM?

I have a Cellcom cellphone that I wish to move to another provider.  I was
told that the SIM is most likely locked in to Cellcom and I must get it
unlocked.  Does anyone know if there is a place in the Rama that does this?
Or in "old" BS/Giva?
