Wow! Huge response to that posting in many ways. Here is the bottom line:
 
1. The Canada Child Tax Benefit is only available if you reside in Canada
 
2. It is illegal to apply for it if you do not reside in Canada. Visiting family in Canada once a year is not considered living there.
 
3. They actively check to see if you reside in Canada. One of those who responded to my email was caught receiving the Tax Benefit on illegitimate grounds and was forced to pay it all back.
