[RBS] No fence near Beit Shemesh!

Given that the Internal Security Minister is now supposedly going to 
take a personal interest in the crime situation in Beit Shemesh (and 
perhaps even reinforce the police department in our region?) perhaps 
this point can be made to him as well.  It's all part of the same puzzle.
