it is exactly because of potential crimes such as what Gary described,
that the city of Beit Shemesh has a sayeret horim

unfortunately, very few people have volunteered for this sayeret.

one CAN volunteer even if one does not attend the course,
and one CAN sign up for the course even if one might miss a class or two
one can even volunteer if one does not speak hebrew.  just your
presence makes the city safer.
