Mr. Sonnenberg is incorrect.  I work in Knesset and it is my job to write law and to look at new laws in order to inform National Union members on how to vote. I also have a blog that covers all Knesset legislative activity in English at http://www.knessetjeremy.com/ . There have been many amendments to the current primary law over the past year that he is not aware of. Today, it is easier than ever to switch parties. This was done to allow Kadima members to join Likud in the easiest way possible. 

Switching parties is done by sending a fax to the old party, including name and T.Z. announcing that you wish to terminate membership. Switching back between parties is something that is decided by each party individually. Most parties decide to allow everyone in before a primary in order to increase membership. Tzachi Hanegbi who left Likud and returned to Likud will not have to wait the 18 months because Bibi will waive those 18 months before elections in order to allow him and all others to rejoin.
