[RBS] cyclists allowed on side walk/pavement??

In other countries it is forbidden for cyclists to use the side walk/ 
pavement, which is for pedestrians only. Here in the Rama there are 
constantly adults riding big bikes around which is intimidating to 
pedestrians and difficult for women pushing double strollers or walking with 
very small children. What is the rule here? Does it also depend on the age 
of the cyclist and the size of his bike? Interested to know, and suggestions 
how to enforce the rules. Thanks!
