[RBS] scholarships for senior trip to Poland-Masa L'Polin?

If you have information about how to get documents in order for scholarship
application to Ministry of Education, for high school students' trip to
Poland please be in touch.  So far I have been told to get a form from
Bituach Leumi, and to get a letter showing receipt of  unemployment.  For
someone not working and not getting unemployment, is it necessary to first
apply for unemployment and get approved, or not?  Is it better to be
getting the unemployment, or at least be able to demonstrate eligibility,
or to not get the benefit, for purposes of getting the scholarship?  TIA
for all help and leads.
