[RBS] Disturbances from Building - HaYarkon

The building noise you hear prior to 7 AM is primarily due to the location
of the caravans of Arabs and heavy machinery located exactly on the other
side of the fence across the street from HaYarkon 4 & 8.  While it's true on
occasion they've begun working at 6:30 - another neighbor has it on film -
mostly it's just work preparation - for indeed, once the machinery is all in
place and working, the noise is just background thud, not impossible to live
with.

 

While it would be logical and possible to have located the above down the
road on HaYarkon towards Rt. 10 as opposed to opposite a residential area,
the placement of said machinery means that the builder can claim that he's
in fact not doing work prior to 7, only revving up the engines of the heavy
machinery, (ROARRRRRR) and moving the tractors into place, (SCREEEEECH).
Then there's the loudest generator I've ever heard working day & night & all
of Shabbos - poor fellows who need to live in unlit, airless caravans . . .
again, disturbing only due to the placement across from a residential
neighborhood.  As for Tisha b'Av - we're not speaking about Jewish workers
here, so it's not relevant.

 

I've spoken to at least a dozen people in the iriya - each say it's not
their problem.  I've spoken to Avi Bracha from below - he & Boaz paid a
visit to the area, let me know that the builder says they'll be finished in
a mere 6 weeks (that means the entire vacation season being woken up by
heavy machinery) and no further help.  Yoram says it's not his problem -
call the iriya.  I've sent copies of my letters, also in Hebrew, to Moshe
Montag and to Yael Heyman, chief architect of Beit Shemesh, also an English
speaker.  In fact, I'm cc'ing this note to all of the above.  The police are
similarly disinterested, tho it's been suggested on this list by a lawyer to
call the police.  I'm sure Mr. Bracha told you they're not allowed to begin
work before 7, but his visit with the kablan yielded absolutely no changes,
as yours did with him.

 

I'll leave to your imaginations the dive in our sense of safety, given our
new unofficial neighbors across the street.

 

If anyone reading this knows with whom to speak, barring having to collect
the funds to hire a lawyer, we'd be much obliged.  The building will be
going on probably for the next four years.  Our primary concern at this
point regards moving the location of the equipment and caravans.  For while
the road builders will leave in six weeks, the same area will likely be
occupied by the next crew.  While I speak for myself & my family, I'm also
representing the residents of Nahar HaYarkon 4 & 8, Nachal Maor 19, 21 & 23,
Nachal HaBesor 17 & 18.

If, like me, you are disturbed by the builders from 6.30am every morning
(even on Tisha B'av, drilling at 6.30am) then you can ring either Yoram, who
works out of the caravans at Rehov Ayalon 10, on 991 9259. Or ring Benyamin
Natan (English speaker) on 9900779. Benyamin will be in the office tomorrow.
They are in charge of letting the builders know. I visited the City Planning
office today on Nachal Sorek and Bracha there told me the builders are not
allowed to start before 7am.
