I clicked on both links in FF out of curiousity.
The first one, while being quite unusable, helpfully suggested to try
http://beta.govmap.gov.il/ which was a bit slow but looked sorta OK
(the map, that is) - without any serious QA effort on my part. So it
looks like someone is doing something.
As for the second one, after a captcha it presented me with a simple
form that I was unable to fill out in a few seconds because I didn't
have a sample piece of data, but I did not see anything "incredibly
broken" on the front page - are you referring to what it presents
after you fill out the form?
