Your first requirement:
Haifux code explanation is here:

We stopped updating the Hebrew translation due to encoding problems. The
system works with iso-8859-1, and the server is UTF8.
You can download the whole site source and compile it on your own machine.
Your second requirement: credentials. None of the Haifux contributors ever
got any, to the best of my knowledge. Only speakers get credentials.
