[RBS] [BS/RBS list] The Water Bill "Declaration" Forms

now that I sent the form in, do I have to pay the current bill or will 
they issue a new bill according to the new rates, as per the # of people 
in my household? or am I supposed to pay it and get a credit on the next 
bill?
