in answer to your question - YES, if you see anyone suspicious, you should
call the police. and take a photo (with your phone )
and they do respond
we got our camera back (someone was walking into people's homes midday
pinching small items). someone called the police because they saw a
guy walking down the street and thought something looked "strange".
The police came and caught the guy
